Estacada resident Carl F. Propp died at his home on Monday, December 7, 2009. He was 91.
A rosary was held Dec. 10, 2009, at the Propp home. The funeral mass was Dec. 12 at St. Aloysius Catholic Church. Burial followed at Viola Cemetery
Carl Frederick Propp was born June 28, 1918, in Jersey City, N.J., to Charles and Anna (Braun) Propp. He was raised in Jersey City and graduated from Dickenson High School. Carl started working when he was 16 in the shipyards in Hoboken, N.J.
He married Noella Duquesnel on Oct. 22, 1939, eventually living in the same house built by Carl’s father. They began their family in that location before taking their family to Houston, Texas, then to Seattle, Wash., and New Orleans, La., for a time prior to moving to Portland in 1968 where he became the managing supervisor of the Port of Portland ship repair facility.
They moved to Estacada in 1972. Noella died in 2006. He held several patents that dealt with the recovery of oil spills, which ultimately protected the environment. Senator Hatfield wrote him into the congressional record for his outstanding accomplishments in preserving our clean environment.
Carl was also published in many trade publications for his groundbreaking efforts in oil recovery. He founded Environmental Protection Machines Ltd., which sold oil skimmers to the U.S. Navy and the state of Florida.
Survivors include his son, Carl R. Propp and his wife Marie of Fountain Hills, Ariz.; daughter, Eileen Tietze and her husband Larry of Bellevue Wash.; three grandchildren; three great-grandchildren and his dear friend Jackie Hudson.
