Tom State and Dora Morgan launched their effort to recall four members of the Estacada School Board on July 4 by walking down Main Street during the Fourth of July Parade ("School board recall petition effort fails," Oct. 1, 2008, The Estacada News).

Two additional petitioners, Mark Luedtke and Carl Propp, did not walk the parade route or hand out flyers with State and Morgan on July 4. During the recall effort, Morgan spoke to citizens about her school board concerns near the Estacada Grower's Market, but denies collecting signatures at that location.

The recall effort failed at the end of September when the Clackamas County Elections office rejected 71 of the 195 signatures collected by the petitioners.
